FA considers further action after Man City guilty verdict

The FA is considering whether further action should follow Manchester City’s guilty verdict after warning that the findings have “significant implications for the integrity of the game”.

An independent commission found Manchester City guilty of serious breaches of Premier League financial rules across nine seasons between 2009/10 and 2017/18.

City deny wrongdoing and have now lodged an appeal against the decision. The FA, however, has confirmed it is examining what the commission’s findings could mean for its own responsibilities.

FA considering Man City findings

In a statement following publication of the verdict, the FA said:

“The Independent Commission’s decision has significant implications for the integrity of the game.”

The governing body then left open the possibility of taking its own action.

“We are carefully considering the decision and its implications and will take action where appropriate.”

No separate FA charge has been announced, and there is currently no indication of what action, if any, will follow.

That distinction is important. The independent commission proceedings were brought under Premier League rules, while the FA is a separate governing body with its own regulations and disciplinary powers.

Reporting following the verdict has raised the possibility that any subsequent FA process could extend beyond the club itself to individuals if evidence establishes breaches within its jurisdiction.

No such proceedings have been announced. The FA also made clear that it does not intend to provide a running commentary while City’s case with the Premier League remains unresolved.

“As proceedings between the Premier League and Manchester City Football Club remain ongoing, we do not intend to comment further at this stage.”

It added that it would “continue to monitor developments closely”.

City’s appeal already lodged

One immediate uncertainty has already been removed.

City formally lodged their appeal on Thursday evening, with the Premier League confirming the move on Friday.

The appeal will be heard by an independent Appeal Board, with proceedings remaining private and confidential until publication of its outcome is permitted.

We have previously examined reports surrounding contracts and funding arrangements identified during the case, while City’s preparations for an appeal were already under way before it was formally lodged.

The FA’s intervention therefore opens another potential strand to a case that is far from finished.

For now, there is no additional charge or sanction. What is confirmed is that English football’s national governing body regards the commission’s findings as sufficiently serious to consider whether action under its own rules should follow.
