- Verdict expected very soon
- Legal expert predicts June decision
- City await verdict on the 115 charges
Legal expert Stefan Borson believes the independent panel’s verdict on Manchester City’s 115 alleged financial breaches will finally be delivered within the next two weeks.
The multi-year investigation has hung over the Etihad Stadium for some time now. And it made people doubt Pep Guardiola’s historic achievements. With the 2025/26 Premier League campaign concluding tomorrow, the footballing world is braced for the most anticipated legal decision in sporting history.
Borson expects the Premier League to drop the final ruling almost immediately after the final whistle of the season. That would mean the Cityzens’ attention will quickly pivot from the emotional farewells of Pep Guardiola, John Stones, and Bernardo Silva to the verdict.
The timing would prevent the explosive verdict from disrupting live matchdays while giving all parties clarity before the summer transfer window opens.
Stefan Borson reveals the exact timeline for Manchester City fans
The former City financial advisor bases his timeline on the current schedule of City’s powerhouse lawyer, Lord Pannick. Legal protocol dictates that the clubs will receive a massive draft document before any public announcement is made.
Speaking on talkSPORT, Borson expects the independent commission to hand down its monumental decision in early June, ending years of intense speculation.

🤔 "The best we can do is base it on the knowledge we have from the parties!"

He said, “Well, Lord Pannick, who at some point is going to have to read, let’s say, 500 to 800 pages of a decision about the 115 charges, was busy on Southampton last night, so he’s clearly got a bit of time in his diary. Therefore, you would think he has not got his draft decision yet from the panel and still awaits that before he can start reading through it and advising the club on the next steps.”
Borson added, “So, I think it will come as soon as the season finishes, within a reasonable amount of time after the season finishes. Into June, early June, I would think. That’s a guess. Just to be clear, I don’t profess to know.
“The best we can do is base it on the knowledge we have from the parties, the noises, try and read between the lines, and also look at the maximum time it can take for a decision. There are almost no decisions that have taken longer than 18 months in British legal history.”
The threat of unprecedented sanctions
If the independent panel finds City guilty of the most severe historical charges, the footballing landscape will change forever.
Rivals are privately pushing for astronomical punishments, ranging from massive point deductions to mandatory relegation from the top flight.
A guilty verdict could also trigger a surprising, radical shift in the City’s immediate sporting structure. Rather than a standard transition under a new manager, the club could face an enforced transfer ban that freezes the squad entirely.
This nightmare scenario would force the hierarchy to abandon summer targets. So, that would put a halt to the process of replacing the likes of Stones and Silva. Instead, the club would have to rely heavily on internal youth academy promotion to navigate a future constrained by its finances.
Manchester City must prepare for life after the verdict
An acquittal would completely validate the City’s long-standing innocence and clear their name on the global stage. It would allow the board to execute their summer plans with total financial freedom and zero looming dread.
However, the psychological toll of a negative verdict would instantly accelerate the looming post-Guardiola transition. Reports have already emerged that potential future manager Enzo Maresca wants to bring Enzo Fernandez from his former club, Chelsea. That’s ambitious in the current scenario.
On the contrary, top stars could seek immediate exits if European football is stripped away due to administrative penalties.
The next fortnight could dictate the next decade of Manchester City’s existence. The club stands on the precipice of either total vindication or an unprecedented institutional rebuild.
