City have been found guilty on almost all of the charges brought against them over alleged breaches of Premier League financial regulations, according to David Ornstein.

The Athletic journalist broke the news on Friday afternoon, reporting that an independent commission has reached its verdict in the long-running case against Man City.

Ornstein reported: “Manchester City found guilty on virtually all charges relating to breaches of Premier League financial regulations.”

Sources briefed on the decision have told The Athletic that City were found guilty on all but one of the 115 charges. No sanction has yet been decided, and City are expected to appeal.

The charges were originally announced by the Premier League in February 2023 following a four-year investigation.

They included allegations over the provision of accurate financial information, player and manager remuneration, compliance with UEFA financial regulations and the Premier League’s profitability and sustainability rules.

City were also charged over alleged failures to cooperate with the Premier League’s investigation. The club have consistently denied wrongdoing and said when the charges were announced that they had a “comprehensive body of irrefutable evidence” in support of their position.

The independent commission hearing began in September 2024 and concluded later that year, with the football world waiting since then for an outcome. City have now responded to Ornstein’s report but stressed that the case has not finished.

A club spokesperson said: “The Premier League process remains ongoing, with significant elements to be completed, and subject to strict confidentiality.”

City added that their position remains consistent with the statement issued when the charges were announced in February 2023. The next major question concerns sanctions, but no punishment has yet been decided.

City are expected to appeal the verdict. The Independent reports that both parties have 14 days to appeal, which would lead to a fresh three-person commission considering the case.

The Independent has explained the appeal process here.

For now, the verdict reported by Ornstein represents the biggest development yet in a case which has hung over City for more than three years.
