Man City knew financial verdict in summer, ESPN reports

It is understood that, over the summer, Manchester City were told an independent commission had found them guilty of more than 100 breaches of Premier League regulations.

ESPN said City received the verdict prior to completing the majority of their summer transfer business. The club then went on to spend heavily during the window.

The verdict relates to the long-running Man City financial breaches case. City were charged by the Premier League in February 2023. The independent commission’s hearing concluded in December 2024 after a lengthy process.

According to ESPN, City were informed of the guilty verdict as early as July. This was before most of their transfer business took place. The club then spent heavily on new signings during the window. ESPN sources say City had already known about the commission’s findings for some time.

The independent commission found City guilty of all charges relating to serious financial breaches between 2009/10 and 2017/18. One element of the separate non-cooperation case was not proven.

The full findings have now been published. They run to 40 pages and detail the commission’s conclusions on City’s financial reporting and commercial arrangements.

City have rejected the findings and confirmed they will appeal.

ESPN Report Details Timeline and Unconfirmed Notification

ESPN’s report provides the most specific timing of when City were made aware of the commission’s verdict. However, at the time of publication, there was yet to be an official statement as to when the club and the Premier League learnt of the commission’s verdict.

The Sky Sports report also highlighted ESPN’s account. The Premier League had previously maintained that the process was confidential and did not comment on the timing of the judgement.

That position has now shifted with the publication of the commission’s findings. City have acknowledged the verdict but remain firmly opposed to the conclusions.

The club has confirmed that it will appeal. It has until October 2 to lodge that appeal.

Squad Impact and Financial Context Ahead of Future Action

City continued with their summer rebuild despite the financial case hanging over the club.

According to ESPN, the club knew of the guilty verdict before completing most of its transfer spending. That included a major investment in Guardiola’s squad.

The findings of the commission refer to the financial activities between 2009/10 and 2017/18. The accusations involved alleged breaches with respect to presenting financial matters accurately and problems relating to player payments and other sources of income.

In addition to this, the findings also listed the violations related to City’s commercial deals, which were found to be purposefully inflated in order to enhance revenues and lower costs.
