City and Tottenham have reportedly agreed a deal worth up to €99m for Savinho, with the Brazilian winger now expected to be cleared to undergo a medical.
Brazilian outlet Globo Esporte reports that the clubs have agreed on a deal consisting of €93.3m (£80m) up front and a further €5.7m £4.9m) in performance-related bonuses.
It represents a significant breakthrough in negotiations which have gathered pace over recent days.
Tottenham have pursued Savinho for some time, but City’s willingness to sell has become increasingly apparent as Enzo Maresca continues to reshape his squad.
The Times reported earlier on Thursday that City were looking for around £85m for the 22-year-old, while talks over a separate move for Omar Marmoush were also advancing.
Savinho exit now moves closer
The latest development takes the Savinho story beyond discussions over valuations.
Globo says the two clubs have now aligned the transaction and that Savinho is expected to be released to undergo his medical before completing the move.
There should still be some caution until those final steps have been completed and the transfer is formally announced.
The wider picture is also significant for City.
Tottenham remain in talks over Marmoush, with ESPN reporting that City are open to allowing both forwards to leave for the right price. TEAMtalk has subsequently reported that Marmoush is open to joining Spurs.
If both deals are completed, it would represent another major change to Maresca’s attacking options before the window closes.
